The approval of the charter is the formal start of a project. The creation of the initial charter is the project’s fuzzy front end, where the idea for the project is being explored. A project charter is a statement of permission from, a request to, or an agreement between some chartering authority and an agent. The chartering process aligns understanding and empowers the agent to use identified resources in an attempt to attain stated goals within the defined constraints.
